The Analysis of Contracting-out System of Public Services in Local Government: Focused on Social Welfare Services

Abstract
This study is focusing on the contracting-out system of social welfare service, based on the perspective of process, in local government. The contracting-out process is composed of six stages including the induction of competition, the selection of a trustee, making out a contract, supervision, performance evaluation, and re-contracting. Materials for case study are mainly collected from Daegu Metropolitan City, through a document research and an interview method. However, the result of analysis, conducted by the analytical framework, is far from the desirable process of contracting-out system, which is expected theoretically and normatively. The process of attracting competition is very negative and closed, and the process of selecting trustees is deficient of equitability and transparency. The contract is not specified and reciprocal, and the supervision by local government is largely focusing on legal matters. Whereas a performance evaluation is ineffectively managed, the process of re-contracting is very ceremonial. The final mission of this study is to suggest the methods to improve the whole process of contracting-out system of local welfare service, in order to accomplish the intended goals of contracting-out.
